Any discussion about the patch should take place on the list. Ideally,
the author of the patch will take any next steps required as a result
of the discussion.

Things that don't require discussion, such as "I tried the SAP patch,
it worked and gave me a 2% FPS boost", should go in the patch manager.

I hope to put together a guide for all of this on the wiki soon. If I
see something on the list that ought to be in the patch manager (or
vice versa) I will try to ping the people involved.
