[ODE] install ODE on windows

hi all,

Very nice software this ODE. I'm using it to build a robocup simulator 
to develop autonomous robots that play soccer 
(http://carol.wins.uva.nl/~bterwijn/Projects/Robosoccer/index_en.html). 
Keep up the good work!

I'm now developing under linux but can anyone tell me how to install ODE 
on windows? I tried the instruction in the INSTALL file in the package 
with the downloaded 'Make.exe' but wasn't able to compile anything.

This is I think the first command:
cl /nologo /DWIN32 /DMSVC /DdDOUBLE  /DdNODEBUG /Feconfigurator.exe 
configurator.c

And this is the resulting error:
.....
..... The system can not find the file specified
.....
