[ODE] Cannot find config.h and licencing question...

Hi all,
Thanks to all that answered by last question, in particular Ed Jones,
who as kind enough to help me out with some source code. I intend to
port this code to make use of SDL ( http://www.libsdl.org ) so that it
is easier to port it to Linux, MacOS etc. But ( there is always one of
those ), I have run into a problem when trying to compile the project.
Ode.h references a file called <ode/config.h> which I could not find
anywhere in the Ode 0.03 release I downloaded a few days ago. I have
searched the whole ode directory structure and nada has turned up.
Where can I get this missing file?
I am also using this experience to asses if ODE will be a viable 3rd
party tool for a game/simulation I may be working on.
So my question is is ODE only available under the GPL licence? Is there
another licence available that would allow me to use it in a commercial
application, Or possibly paying for the rights to use it without making
the code open source. I personally do not have a problem with making it
GPL but the people I may be doing the game for, may have issues with
respect to this.
