Actually they only have to make the code available to their client. They
also must give the client the permission to redistribute the code.
In case the client likes the tool, and doesn't want to redistribute it
(to their competition...), the code doesn't really become available.
Personally I don't have any problems in using tools/programs which are
under GPL license. When I am searching libraries for my own use I try to
avoid GPL/LGPL. (Ode is fine because of its dual license)
For both of these case I try to contribute my changes back if possible.
