[ODE] Documentation tool?

What tool produces the HTML and PDF user manuals from the input file 
ode.doc?  I have not been able to locate it from the makefiles.  Can 
the tool handle mathematical formatting, such as matrices, subscripts 
and summations?

I would like to write some new documentation and I will make it 
compatible with the existing user manual, if possible.
