[ODE] Average Velocity feature and 'Disabling islands problem'

Disabling the island when all contained bodies fall below the
auto-disable threshold doesn't quite work - because in practice,
there's too much jitter in a random "pile o' stuff" to get it to all
fall below the threshold.
Disabling the entire island when any one body falls below the
threshold does work, however, and only has the issue that swinging
arms and similar aren't allowed to swing forever and ever and ever.
