[ODE] 0.6-RC1 is Released

I just tried building this myself, VS2003 DebugDLL. Test_basket built
and ran just fine. It must be something else about your system? Maybe
a different version of the platform API?

Since this didn't fail easily it might be difficult to diagnose. Bram,
can we remove the check for the 0.6 release and then put it back in
for 0.7?
