Yes, thats what I meant by "you need to build a cross-compiler first", 
but they may be quirks to get around it, there always are, take for example
the unofficial PSP GCC cross compiler, you need to apply some patches 
before compiling the toolchain as just passing --target=mipsel-r4000-elf 
wont do it.
Also, which C library does it use? glibc? newlib?.
