MinGW/Cygwin isn't really an option for serious development on Windows.

Also, I would say that more than 50% of ODE developers in general are 
Windows based, so it's certainly not a "step sister" platform. If it 
doesn't install and work out of the box on Windows, we have problems, IMO.
