[ODE] How do I reduce rotational velocity resulting from collisions?

I want to reduce the amount of rotational velocity that results from collisions between 2 bodies and would prefer to exchange some of that energy into linear velocity.
I notice that many racing games seem to do this to make it easier on the player otherwise its easy to get your car turned around when another car hits the rear of your car.
