[ODE] Freely rotating wheel?

Just clarifying a detail here - you're saying you're "setting the
dParamFMax value", or setting the Hi and LoStop, but you're not
specifying to which axis you're setting them.
In this case, for instance, I assume you would want some stops on the
"vertical" axis, assuming this is a wheel that is meant to turn, and
you would certainly want a different FMax on either axis.
... that said, I get the impression all you want is a drive wheel,
with steering in the front - so why not just use a Hinge, with its
single axis oriented as your drive axle? Orient the axis properly,
disable the Hi and Lo stops, set a reasonable FMax, attach a motor,
and you should be good to go.
