Sorry, that was a typo in my post.  I just double checked my code and I am 
calling:
dJointGetHinge2Angle2Rate

So, given that.  The speed calc is correct, isn't it?  I think my problem is 
in converting things to my world units...

Take a look at the docs.  Angle1 is the steering column, not the wheel
axis.  You need Angle2Rate.
