[ODE] ode 0.039 released

i've just released ode 0.039 onto the ODE file release section on
sourceforge. this is basically a snapshot of the current CVS, and
includes the latest StepFast, TriMesh and QuadTree code. i've updated
the user manual to reflect the new features in 0.039, but note that we
don't have any TriMesh or QuadTree docs yet, although we do have David
Whittaker's excellent StepFast docs in there. be aware that these new
feature are, well, *new*, and therefore may have the odd bug here and
there. YMMV.

you might be wondering if there is a good reason why i chose to
increment the version number to 0.039 for this release. rest assured
that there is no good reason whatsoever. it just seemed like a good idea
at the time.
