A consequence of "Every action has an equal and opposite reaction" is the
conservation of angular momentum. So, if the wheels of your car start
turning faster, then the chassis must start rotating in the opposite
direction. Because the chassis has a much greater moment of inertia, it
will rotate much more slowly. It will only make one rotation for every
[very large number] of rotations of the wheels. But presumably that's
what you're observing.
